Gilbert Mwanza

General Counsel

Gilbert is a seasoned and results-driven General Counsel with over a decade of experience designing, leading, and scaling high-impact public sector programs across Zambia and the region. He brings a unique blend of expertise in child rights, governance, public health, and education systems strengthening, as well as a passion for social justice, grassroots empowerment, and inclusive leadership.

Gilbert's core competencies include programme strategy and community-driven design, government systems strengthening, multi-stakeholder and donor coordination, monitoring, evaluation, and learning (MEL), public health and education interventions, legal and policy reform (child rights, GBV, mental health), organisational leadership and staff development, digital tools for programme delivery, and resource mobilisation and grant writing.

Throughout his career, Gilbert has held senior leadership roles in various organisations, including Global Justice Intelligence Eye Inc., Umwana Mwana Regina Chimba Mwanza Foundation, Transparency International Zambia, International Organization for Migration (IOM), Save the Children, and UNICEF Zambia. He has successfully led cross-border child rights programming, supervised provincial operations, managed child health and education projects, built MEL systems, and coordinated service delivery for returnees and vulnerable migrants.

Gilbert's experience also includes leading civic engagement strategies, partnering with ministries to integrate health and reintegration systems, training district health and education officers, embedding community-based approaches into district delivery systems, and supporting legal alignment between child protection frameworks and health/education delivery models.

As a specialist in child rights, Gilbert has worked on several national impact projects, including leading the Technical Advisor for the Zambia National Action Plan on Mental Health, Policy Lead for the Zambia National Action Plan on Gender-Based Violence, National Coordinator for the GBV Fast Track Courts, Finalisation Lead for the National Mental Health Toolkit, Lead Consultant for the Juvenile Diversion & Reintegration Strategy, and Contributor to the Gender Equality Act, Health & Education Sector Bills, and Penal Code Review.

Gilbert holds an LLM in International Children's Rights from Leiden University in the Netherlands and an LL.B (Bachelor of Laws) from the University of the Western Cape in South Africa. He is fluent in English, Bemba, Nyanja, and conversational in Tonga.

At Project Yananai Zambia, Gilbert provides strategic legal advice to the organisation's leadership and management team. His expertise in child rights, governance, public health, and education systems strengthening enables him to provide critical guidance on programme design, implementation, and evaluation.
