Austin is a dedicated ICT and Cyber Security professional with over 15 years of progressive experience spanning ICT governance, regulation, consulting, telecommunications, transport, and local government administration. He brings a distinguished record of driving digital transformation, strengthening cyber resilience, and delivering innovative technology solutions for both public institutions and private sector organisations.

Austin’s expertise covers the development and enforcement of ICT policies, standards, and procedures, as well as comprehensive risk assessments and compliance audits to ensure organizational integrity and information security. He is a Certified ISO/IEC 27001:2022 Information Security Management Systems Lead Auditor and Implementer, Certified Risk Professional (CRiSP), and holds a Master of Business Administration, a Postgraduate Certificate in Information Systems Management, and a Bachelor of Science in Computer Science. He is also a Fellow of the Information and Communication Technology Association of Zambia.

Previously, Austin served as Director – Cyber Security and Head of IT at the Zambia Information and Communication Technology Authority (ZICTA), where he oversaw national cyber security operations, led the implementation of robust ICT systems, and coordinated multi-stakeholder initiatives for safer digital environments. He played a pivotal role in guiding Zambia’s cyber security policies, managing critical information infrastructure, and advancing the country’s ranking in the global cyber security index. His leadership extended to chairing the SADC Regional Steering Committee of Computer Incident Response Teams and spearheading national cyber risk assessments.

Austin’s career also includes strategic roles as Assistant Director for Telecommunications and ICT Infrastructure Development at the Ministry of Transport and Communications, Principal ICT Officer for Electronic Services, and Senior Systems Analyst for Systems Development in local government. His portfolio features successful coordination of large-scale projects, including the development of telecom monitoring systems, rural mobile communications towers, digital forensic guidelines, cyber incident response frameworks, and e-government platforms.

Highly regarded for his analytical and problem-solving skills, Austin is adept at team and project leadership, policy planning, regulatory compliance, digital transformation, and business continuity planning. He is also committed to public awareness and training on cyber safety, child online protection, and digital forensics.
